Overview
We Deliver IT is a small software company1 that builds websites, online shops, e-learning platforms, and custom software for clients in Europe and the USA2. Businesses hire the team by the hour or by the project for IT advice, technical specifications, and hands-on development3. Alongside that client work, the team helped build and maintain GovTool, the website the Cardano community uses for governance, meaning how the network decides on changes and spending4.
The company is based in Novi Sad, Serbia1. It built a proposal discussion forum inside GovTool with a grant from Intersect, the member organization that coordinates Cardano's development and governance5, and joined Intersect as a member6. In March 2025, Intersect listed We Deliver as one of four builder teams behind GovTool, alongside Byron Network, DQuadrant, and Lido Nation4.
Key Features
- A place to debate proposals before a vote. We Deliver IT built the Proposal Discussion Forum in GovTool6, a structured space where the community can comment on governance proposals before they are formally submitted to the blockchain7.
- A public route for budget requests. The company delivered the Budget Proposals section of GovTool8, where anyone can submit a request for Cardano's next budget and collect comments from ADA holders and DReps, the representatives ADA holders pick to vote on their behalf9.
- Quick polls that show where DReps stand. In the GovTool Budget Proposals section, DReps can signal their view through a simple poll9, and their comments are tagged with their DRep ID, a public identifier, so readers can tell who is speaking10.
- Day-to-day upkeep of shared governance code. Under an Intersect contract, We Deliver IT served as a maintainer of the GovTool code, reviewing contributions from other developers, sorting bug reports, and keeping documentation up to date11.
- Learning platforms for educational institutions and course sellers. The team builds WordPress-based e-learning sites with courses, quizzes, progress tracking, reusable lessons, and certificates for students who finish12.
What to Expect
Service pages on the we-deliver.io site explain each offering, and client testimonials come from companies in the USA, Austria, and Serbia2. Organizations looking for outside help can ask for advice on a single decision or hand over a full project, from the written technical plan through project management3.
Cardano readers will find the company's governance work documented in its news posts and visible in GovTool itself. Open the Budget Proposals section to read funding requests, see DRep poll results, and join the comment threads9. Developers can follow the design discussion in the public GovTool code repository, where one issue sets out how DReps are recognized and how budget requests are sorted into categories such as Core, Research, and Innovation10.
In 2025, We Deliver IT joined DQuadrant, Lido Nation, and Byron Network in the Cardano GovTool Consortium, a group formed to keep GovTool running and improving7. The consortium's request for a year of funding from the Cardano treasury, a shared fund the network sets aside for its own development, expired without being ratified, meaning it did not gain enough approval votes13. Other firms that build on Cardano are listed under development companies.
